How MERCOSUR Residency Differs
Both pathways lead to Paraguay permanent residency. But the MERCOSUR framework has its own specific requirements.
Key differences from the standard pathway:
No cedula during temporary phase
Under the MERCOSUR framework, temporary residents do not receive the Cedula de Identidad Paraguaya (national ID card). You must first obtain permanent MERCOSUR residency to access the cedula. This is different from the standard pathway where temporary residents now receive cedulas under Ley 6984/2022.
2-year temporary period (not extendable)
MERCOSUR temporary residency is granted for 2 years. Unlike standard temporary residency, it cannot be extended under the MERCOSUR framework. You must convert to permanent or lose the MERCOSUR pathway.
Strict conversion deadline
You must apply to convert to permanent within 90 days before your temporary card expires. Miss this window and you lose the MERCOSUR pathway entirely - you would need to restart under the standard Ley 6984/2022 process.
Documentation from home country
Your documents come from your MERCOSUR home country, not from the US, Canada, or Europe. This can be simpler (same language, familiar systems) or more complex (depending on your country's bureaucracy).
The Critical 90-Day Deadline
This is the most important thing to understand about MERCOSUR residency. You have exactly 90 days before your temporary card expires to apply for permanent residency. Not 3 months before like the standard pathway. Not "around" 90 days. Exactly within the 90-day window.
If you miss this deadline:
You lose the MERCOSUR pathway entirely. Your only option is to start over under the standard Ley 6984/2022 process as if you had never held MERCOSUR residency.

Step 4: Submit MERCOSUR temporary residency application
File at Migraciones under the MERCOSUR framework. Processing times vary.
Step 5: Receive temporary residency
Your MERCOSUR temporary residency card is valid for 2 years. Remember: no cedula until you convert to permanent.
Step 6: Convert to permanent (within 90-day window)
Before your 90-day window closes, apply to convert to MERCOSUR permanent residency. This is when you become eligible for your cedula.
Path to Citizenship
Once you have MERCOSUR permanent residency, the path to citizenship is the same as for anyone else with Paraguay permanent status.
Citizenship eligibility: 3 years after permanent
After holding permanent residency for 3 years, you can apply for naturalization.
Physical presence required
Citizenship (unlike residency maintenance) requires substantial presence - approximately 183 days per year during the 3-year period.
Spanish proficiency and civics
You must pass basic Spanish language and Paraguayan history/civics exams. As a MERCOSUR national, you likely already speak Spanish (or Portuguese, in which case basic Spanish is usually achievable).
Dual citizenship
Paraguay allows dual citizenship. You can hold both Paraguayan citizenship and your original MERCOSUR country citizenship.
