Start with the life

The paperwork is only half the decision.

Asuncion can give you a comfortable urban routine with good food, strong cafe culture, malls, private healthcare and a social life that feels more locally rooted than expat-centred. Outside the capital, the country opens into smaller cities, lakeside communities and much more space.

Different versions of Paraguay

Choose the setting before you choose the apartment.

Paraguay changes quickly depending on whether you want central Asuncion, a suburban house, a regional city or a slower interior lifestyle.

Capital city

Asunción

Best for restaurants, cafes, private healthcare, shopping, business services and the widest choice of apartments.

Premium districts cost more, but the city can still offer strong value compared with many larger international capitals.

Metro living

Greater Asunción

More residential space while staying connected to the capital. Useful if you prefer a house or quieter streets over a central apartment.

Often better value for space, with transport and commute patterns becoming more important.

Lakeside

San Bernardino

A greener, slower environment on Lake Ypacarai, with a much livelier rhythm during the summer season.

Very property-specific. A car becomes more important and seasonal demand can affect the market.

Regional city

Encarnación

A smaller riverfront city with beaches, public spaces and a calmer day-to-day rhythm than Asuncion.

Often lower-cost than premium Asuncion, with fewer specialised services than the capital.

Commercial hub

Ciudad del Este

A major commercial centre with strong Brazil connections and a much busier border economy.

Useful when work or family ties point east. Value varies sharply by neighbourhood and proximity to the commercial core.

Asunción

The right neighbourhood can shrink the city.

Asuncion is not enormous, but a poorly chosen location can still put too much of your week in traffic. Start with the places you will actually use, then work backwards to the neighbourhood.

Villa Morra

Walkable pockets, restaurants, cafes and apartments in one of the best-known central areas. Shopping Mariscal, Mercado Mariscal and the weekly Agroshopping put shopping, food and fresh produce into the same everyday area.

Check: older larger apartments versus newer premium buildings, parking and the route to the places you use most.

Carmelitas / Ycuá Satí

Modern retail, offices, newer residential buildings and easy access to major shopping centres. Ride-hailing is simple, but peak traffic can change the feel of the location.

Check: construction, noise, parking and whether the walkability is real from your exact building.

Las Lomas / Mburucuyá

More residential and greener, useful for people who want a quieter base near the newer business districts.

Check: the exact street at night and after rain. This is more car-oriented than Villa Morra.

Centro / Costanera

Older city fabric, government buildings, historic areas and access to the riverfront. The experience changes considerably block by block.

Check: building condition, evening environment and the precise micro-location rather than relying on a map pin.

Location planning: a slightly more expensive home close to your real routine can be better value than a cheaper home that puts you in a car every day.

Housing

Affordable does not mean every listing is good value.

A new furnished unit in a fashionable part of Asuncion belongs to a different market from an older apartment, a suburban house or a regional-city rental.

Premium central Asuncion

Highest local price tier

New furnished buildings around Villa Morra, Carmelitas and Ycua Sati can look inexpensive by North American standards but expensive by Paraguayan standards.

Established Asuncion neighbourhoods

Broader value range

Older buildings and less fashion-driven districts can offer more space for the money. Building condition and air conditioning matter more than glossy listing photos.

Greater Asuncion

More space per dollar

Useful for houses, parking and larger layouts. Weigh the savings against commute time and how often you need central Asuncion.

Regional cities and interior

Often lower-cost

Housing can be materially cheaper, but selection, private services and specialist healthcare become more location-dependent.

My rule

Rent first unless you already know the city well. Lower property prices can make buying feel urgent when it usually is not. Learn where you actually spend your time before turning a low purchase price into a long-term decision.

Housing availability and asking prices move quickly. Treat online listings as a market snapshot, not a guaranteed budget.

Practical life

The things you use every week.

Money, medical care, transport and international access are what turn relocation into ordinary life.

Currency

Daily life runs in Paraguayan guaranies. If your income or savings are in USD, CAD or EUR, exchange rates become part of monthly budgeting.

Imported goods and premium international brands can behave very differently from locally priced housing, food and services.

Banking

Paraguay has modern banks and digital services, but foreign clients should expect identity, source-of-funds and account-purpose checks. Requirements vary by institution.

Residence can help, but it is not an automatic bank approval. Treat the account as its own compliance process.

Healthcare

Asuncion and Greater Asuncion offer the country's deepest concentration of hospitals and specialist services, including a substantial private sector. Public healthcare also exists throughout the national system.

If specialist access matters to you, choose the city and neighbourhood with healthcare in mind rather than treating it as an afterthought.

Getting around

Asuncion has a metropolitan bus network, taxis and ride-hailing, but no metro. The bus system is being modernized, with electric routes and integrated transfers expanding in 2026. Many people still use a car, Bolt or a mix depending on where they live and work.

Test the route you would actually drive or ride before signing a long lease.

International connectivity

Silvio Pettirossi International Airport is Paraguay's main international gateway. Current schedules include nonstop Copa service to Panama City and nonstop Air Europa service to Madrid, alongside regional routes.

It is not a hub on Tocumen's scale. Many North American and other long-haul trips still involve a connection.

The daily rhythm

What an ordinary week can feel like.

Asuncion can move between hot days, cooler fronts, Spanish and Guarani, modern shopping, long meals, family life and a social scene that is more local than expat-centred.

Weather changes with the season

Hot periods are real, but cooler and gustier conditions can arrive with passing fronts. The seasonal changes are much more noticeable than in tropical Panama.

Spanish matters

You can get by at first with limited Spanish in some professional settings, but everyday Paraguay opens up considerably once you can speak it. Guarani is also a living part of the country's identity and daily language.

Modern conveniences are easy to find in Asuncion

Large malls, cafes, gyms, restaurants, supermarkets and private services are part of normal urban life. The capital is smaller, not disconnected.

Social life is less expat-centred

Paraguay can feel family-oriented and locally rooted. For some people that is a major advantage because daily life does not need to revolve around a foreign-resident bubble.

My impression

What I like is how comfortable ordinary life can feel without needing a huge budget.

The coffee, restaurants, meat, malls and human scale of Asuncion all mattered more to me than any abstract cost-of-living ranking.

Cafe culture

El Café de Acá

A relaxed, local cafe with a strong Paraguayan identity. It is the sort of place that makes Asuncion feel usable rather than merely affordable.

Fresh produce sits inside the same part of the city as shopping, restaurants and cafes. The Tuesday Agroshopping brings producers and fresh food into the Mariscal complex.

After dark

A social evening side of the city

Asuncion can be easygoing without being dead at night. Rooftop bars, restaurants and skyline views give you another pace when you want it.

Dining

Paraguay takes meat seriously

The point is not one restaurant. It is that a polished dinner, good meat and a social restaurant scene are easy to fold into an ordinary Asuncion week. One concrete example: I once paid about US$25 for a Wagyu steak in Asuncion. A comparable Wagyu steak today is closer to US$50. Prices have moved, but that is still a useful marker of the value that can exist at the higher end.

Local character

Paraguayan identity is visible in everyday spaces

Craft, motifs and local design show up in shops, cafes and interiors. That texture matters because it keeps the city from feeling like a generic low-cost capital.

Before you rent

A cheap lease in the wrong place is not a bargain.

A few practical checks can matter more than squeezing another small amount out of the monthly rent.

Visit the neighbourhood at the times you will use it

A quiet Sunday afternoon tells you very little about a Monday commute, evening noise or how quickly you can reach the places you use every week.

Check air conditioning, insulation and water pressure

Hot periods are real. Comfort is not only about square metres and furniture, so test the systems that will matter every day.

Look at the street after rain

Drainage can vary block by block. A second viewing after heavy weather can tell you more than another set of listing photos.

Confirm parking, internet and building rules

If you work remotely or drive, these are core housing features. Ask for the actual internet options, parking arrangement and monthly building charges before committing.

Rent first if you do not yet understand the city

Learning where you actually spend your time is more valuable than rushing into a property because the purchase price looks low.

Learn the routine first. Then decide whether Paraguay is somewhere you want to own, not just somewhere you can afford to own.

For some profiles, the two countries solve different parts of the same plan.

One country may be enough. For others, it is worth separating the place that works best as a personal and international base from the place that may complement residence or selected operations.
