For many applicants, Paraguay begins with temporary residence for up to two years. For permanent-residence applications filed from July 6, 2026, the rules use category-based evidence of lawful means of support. Planning the second stage from the beginning matters.

The correct category follows the facts. A title, job, company, pension or remote-work arrangement only helps when the required evidence matches the category being claimed.

Asunción is smaller than Panama City. That is part of the point.

Paraguay feels more lived-in than marketed.

Cost matters, but the broader case includes space, a manageable capital, private services, source-based personal taxation and a standard temporary-residence route that does not require a large investment.
Once you have temporary residence, permanent residence is automatic.
No. Permanent conversion is a separate application. Since July 2026, applicants must document lawful means of support under the category that matches their actual situation.
Three years in Paraguay means an automatic passport.
No. Naturalization is separate from residence. The judicial process requires at least three years of permanent residence, plus the other constitutional and procedural requirements.
The Investor Pass is simply a US$70,000 residency.
US$70,000 is the threshold for productive investment, which also carries a business-plan requirement and at least five formal jobs. Tourism starts at US$150,000. Qualifying financial instruments start at US$200,000 and must be maintained for at least two years, while qualifying real estate also starts at US$200,000 and must be used for economic activity rather than personal or family use.
Asunción is sleepy and undeveloped.
It is a smaller capital, not an empty one. Newer districts have restaurants, cafés, shopping centres, private medical care, gyms, business services and new residential development.
Start with the route you can document, not the route that sounds easiest online.

Does Paraguay still offer temporary residence for up to two years?
Yes. Standard temporary residence can be granted for up to two years and is normally the stage before permanent residence unless a specific direct-permanent exception applies.
Do I need a large investment for standard temporary residence?
No. The standard temporary route is not an investor program. The important distinction is that permanent conversion later requires evidence of lawful means of support under the category that matches your situation.
What changed for permanent residence in 2026?
Resolution DNM 407/2026 applies to permanent-residence filings from July 6, 2026 and sets 12 categories for documenting economic solvency, including employees, independent commerce or service workers, remote workers, property owners, shareholders, retirees and others.
Can remote work support permanent residence?
Yes, there is a specific remote-worker or digital-nomad category. The applicant must document the work relationship, income and payment method, with foreign documents prepared as required.
Is owning property enough for permanent conversion?
Property ownership is one recognized category, but the rules call for registered title and allow Migraciones to request additional evidence relating to income from the property. The documentary position matters.
Can I obtain permanent residence directly through investment?
Potentially. The Paraguay Investor Pass is a separate direct-permanent framework for qualifying investments, with different thresholds and conditions depending on the investment category.
Is foreign income automatically tax-free in Paraguay?
No. Paraguay taxes Paraguayan-source income, and the source rules matter. Personal services performed in Paraguay can be treated as Paraguayan-source even when payment comes from abroad.
Is citizenship automatic after three years?
No. Naturalization is a separate judicial process. Three years of permanent residence is one threshold, not an automatic citizenship grant.
Can residence be lost after a long absence?
Yes. Current law provides for cancellation after more than one year of unjustified absence for temporary residents and more than three years for permanent residents, unless an applicable authorization has been obtained.
